The recently amalgamated City of Toronto is the largest city in Canada and the core city in an urban region of 5.1 million population. The new city's new Official Plan, called TorontoPlan, seeks to attract investment and population growth in order to enhance Toronto's position as a world city and to improve the quality of life. It identifies areas within the city where large scale redevelopment and intensification can occur and it adopts a more flexible approach to development control. It is too early to assess the impact of TorontoPlan will have on the city, however, a preliminary analysis suggests that it is perhaps overly flexible and may also contribute to public planning discussions in Toronto becoming increasingly expert-led.
