摘要
经济手段是市场经济条件下治理生态环境的重要手段,在珠江源头地区的生态环境建设和保护工作中充分运用经济手段具有十分重要的意义。针对珠江源头生态环境现状,在生态环境建设及保护工作中,运用经济手段的主要途径有:（1）转变政府职能;（2）确立生态环境资源的产权;（3）完善环境收费及排污许可权交易制度;（4）综合运用奖励和补贴手段。
Economic means is an important way of improving ecological environment in market economy . It' s important to utilize economic means on the construction and protection of ecological environment in the Source of Zhujiang River area . Duecting at the current situation of that area , we provide with some channels of utilizing economic means to construct and protect the ecological environment : (1) changing functions of government , (2) setting up title to the property of the source of ecological environment , (3) perfecting the system of collecting fees of the environment and bartering away licensed rights of discharge of pollution , (4) utilizing the ways of rewarding and subsidizing.
