摘要
中国目前的贫困问题是经济发展问题和收入分配问题的综合表现。收入分配问题主要体现在以下三个层面区域之间的收入分配公平问题;城乡之间的收入分配公平问题;不同收入阶层之间的收入分配公平问题。我国不公平的资源所有权格局引起了收入不公平的分配。解决收入分配涉及市场经济体制和政府对社会财富的分配体制两大类。必须把“统筹”作为解决收入分配问题的着力点。
The current poverty problem in China reflects both problems in economic development and problems in income distribution. Income distribution problems exist in three levels, i.e. equity in income distribution between different areas, between urban and rural areas, and between different strata of income. The inequitable resources ownership causes the unfair distribution of income. It involves market economy systems and the government systems on social wealth to solve this problem. We must concentrate on “planning as a whole” to solve the problems in income distribution.
