摘要
当前“三农”问题现状主要表现在城乡差距拉大、农村剩余劳动力转移困难、农村教育投资不足和一些地区失学与贫困的恶性循环等方面。“三农”问题解决出路在于增加教育、培训等投资 ,扩大人力资本存量 ,可以通过中央财政承包农村基础教育投资、开展多种形式培训活动。
At present, there are many problems on agriculture, peasant and countryside, such as large gap between countryside and city, difficulty in shifting surplus labor power, shortage of education fund, and vicious circle between deprived education and poverty in some areas. The solution of these problems lies in increasing quantity of human capital in countryside by increasing fund for education. To accomplish those tasks, following measures can be taken: assuming the elementary education fund with government expenditure, developing various training activities, and perfecting birth-control policy and medical system in countryside.
