摘要
党的十六届四中全会明确提出把构建社会主义和谐社会作为党执政的重要目标,具有重要的理论价值和实践意义。和谐社会至少具有以下基本特征:顺畅的社会流动机制,合理的利益协调机制,安全的社会保障和社会预警机制,有效的矛盾疏导机制。和谐社会的构建是中国共产党执政的必然选择。构建和谐社会必须强化执政党的社会整合功能,建立有效的动力机制和平衡机制,注重政府管理体制创新和加强公民的道德建设。
The 16th the Fourth Plenary Session Of the Party Central Committee of the party puts forward clearly Structure of the socialist harmonious society as the important goal.which has important theoretical value and meaning of practicing.and meaning of practicing.The harmonious society has the following essential feature at least:Mechanism by which the smooth society flows,the mechanism of rational interests coordingating and social security and social early warning mechanism,the mechanism of effectively solving contradiction.The construction of the harmonious society is the inevitable choice in power of the Communist Party of China's Structuring.the harmonious society-combining must strengthen the society the function of the party in power,Set up effective motive force mechanism and balanced mechanism,pay attention to government's managing system innovation,and strengthen the citizen's ethical construction.
