摘要
产权制度纷争不已不在于改革的必要性,而在于其合理有效性,现实的和潜在的社会经济效应并不能掩盖产权制度变迁的“非效率”和高企的交易成本,产权制度变迁存在着明显的失衡因素。在强大的国家制度规制程序化基础上,有效合理的产权制度变迁必将成为经济持续稳定增长的基础,成为中国社会战略转型的基本动力。
Many debates on the property rights system do not lie on the inevitability of reform but the reasonable effectiveness. The real and potential social economic effects cannot conceal the “inefficiency' in property rights system change and the high transaction cost. The property rights change is obviously unbalanced. Based on the programmization of the state system, effective and reasonable property rights system change will become the basis for sustained and stable economic growth and the basic momentum to the strategic transition of Chiese society.
