摘要
西部大开发应该采取开放优先的战略方针。西部各个地区将出现如何用好政策,抓机遇,争开放,促进改革与发展的激烈竞争。重庆开放的历史说明,西部推进对外开放要处理好思想解放与推进开放之间的辩证关系,要创造良好的体制环境和发展环境,采取有效的对策措施。
The strategy of the priority of the open-door policy should be taken in development of China West. The regions in this area will meet with strong competitions with each other in making good use of policies, catching opportunities, improving the opening standard, as well as promoting reform and development. Chongqing' s experience has proved that the governments must appropriately handle the dialectic relation between emancipation of mind and opening, must create a good enviroment of system for development and must adopt efficient measures to carry opening forward.
