摘要
文章在简要回顾科技进步对四川油气工业发展巨大推动作用的基础上，全面总结了“八五”前三年四川石油管理局在推进科技进步、促进油气“增储上产”和技术经济效益提高所取得的１５个方面成绩；在简要分析全局当前面临的形势的基础上，提出了“八五”后两年和２０００年科技进步的奋斗目标和十个方面的主要任务；对勘探开发工作，提出了应遵循的十个主要技术原则的意见；对进一步推进全局科技进步，从五个方面提出了要求，以期达到进一步提高全局整体技术经济效益的目的。
Sichuan Petroleum Administration mainly obtained the science-technology achievements and overall benefits in the fifteen aspects of propelling science-technology progress, increasing reserves and productions etc in the past three years. At present, SPA still is faced with the problems of inadequate backing reserves, more difficult exploration. outmoded equipment and insufficient funds etc. In order to suit the needs of socialist market economic and make exploration and development achieve a new level, the jobs such as relying on science-technology progress to strengthen the science-technology awareness of all workers and cadres, enhancing the consciousness of taking sciencetechnology as the first productive force, studying and carrying out the rules of science-technology progress, taking to propel science-technology progress as the first task of devevloping productive force, deepening the reforms to set up new science-technology system and a series of technological policy suiting the technology and ecomomic developments as well as science-technology development laws. speeding up the construction of science research base, replenishing the technological equipment for science research, raising the investment to science-technology and the labour's quality, devoting much attention to the training of science-technology persons of ability, vagorously launching the sciencetechnology key tasks and popularizing new technologies must be done. The strategy of stabilizing the old gas fields,developing and preparing Northwest Sichuan, the working policy of widely exploring with a sparse wells, highly producing with a few wells' and the general target of taking to raise the success ratio of exploration wells and the final recovery efficiency as main direction of attack are proposed out.
