摘要
根据锦州、锦西地区城镇体系内城镇布局的不平衡性、规模等级的不健全、部分城镇间性质的不协调等特点及区域条件，应加强城镇甚为稀疏地区的新城镇建设，促使兴城，黑山等城镇发展为中小城市，重新确定一些城镇的发展方向。
In additton to some regional conditions,the following distinguishing featurse should be xon-sidered in the strategies of establishing new towns,i.e.the unevenness of the distribution of towns,the im-perfection of the scales and grades,and the discoordination of the characters between some of the towns,aswe have studied in the town system in Jinzhou and jinxi area.The setting up of some towns should bestrengthened in some areas where towns are most scat-tered,while Xingching and Heishan be developed in-to medium-sized or small cities.And the orientation of the development of some towns should be readjust-ed.
