摘要
Ｉｎｔｅｒｎｅｔ在很多情况下可看成等同于信息高速公路，而不提很多不同之处。本文描述了Ｉｎｔｅｒｎｅｔ的发展历史，它来源于美国政府部门和研究机构合作的计算机网络，Ｉｎｔｅｒｎｅｔ可利用的资源是全球大量可高速存取的信息。Ｉｎｔｅｒｎｅｔ的运行特征是由无数自愿参加者维护的“脑对脑”通信信道。文章也讨论了把Ｉｎｔｅｒｎｅｔ发展成国家基础设施─—信息高速公路的政策问题，诸如新的数据类型、新的用户团体、私有化过程以及收费评估。
The Internet in many cases is regarded as the equivalence of the Inform-ation Superhighway, while many dissimilaritles were not mentioned. Thisarticle describes the historical development of the Internet-Computer netwo-rks originated from the partnership of the government and the research inst-itutions in the U. S. A.; the electronic resources available on the Internet vast amount of information accessible at a very high speed across the global;and the operational features of the Internet a“brain to brain” communicati-on channel maintained by countless volunteers. The article also discussed thepolicy issues in developing the Internet into a national infrastructure-Info-rmation Superhighway, including new data types,new user body, privatiza-tion processes, and fee assessments.
