摘要
要做好矿井的防突工作，除认真执行四位一体综合防突措施外，还应做好突出危险性的区域性预测，并在矿井建设、生产各个阶段搞好采掘的合理部署，也就是说，要建立五步配套的综合防突体系。文章论述了五步配套综合防突本系的内涵和指导原则，论述了合理采掘部署的内涵和原则要求，强调了区域性预测的重要性。
Besides conscientiously exercising the “four-in-one”complex outburst-prevention measures in mine outburst prevention,it is imperative to practise the regional prediction of the outburst hazard and the rational winning and openinglavout at each siage of mine constri1ction and production,that is to say,it is im-perative to set up a complex outburst-prevention system with five-step supporting measures.This paper discusses the connotation and guiding principles of both the complex outburst-prevention system with five-step supporting measures and the rational winning and opening layout,and places the emphasis on the significance of the regional prediction.
