Abstract From the experiences of various countries in the world, the establishment of comprehellsive trade society may bring about conspicuous effects on eliminating trade deficit. A series of strict criteria on the reqtliremcnts of comprehensive trade society should be worked Out by the governments, which would reflect the basic principles of market economy;supports of credits and tax exemption will be given to those CTS which meet the criteria thus they could promote the growth of exports.According to the realities of our country, the establishment of CTS has to meet 3 purposes: a regulated trade order; promoting the growth of export and functioning the hrideg of governments to realize macro regulatioll and control.
