Abstract In the 15 years from now on,it is the key period to bring about the second step of China's socioeconomic development strategy. The long-range object of economic construction in this period is the basical accomplishment of medium-term developmental task of industrialization and striving to attain the level of mediumdeveloped countries. So far as China gets to the correct economic development strategy,it can make use of the opportunity and step into the rank and file of advanced industrialized countries. Otherwise it will be delayed in industrialization and lose the chance to catch up tile industrialization trend of the world.
