摘要
本文提出实施海岸带资源资产化管理的初步构想框架。按照“三路并进、软硬兼施、分步到位、梯次推开”的工作方针,采取“宣传落实结合、虚实结合、远近结合、内外结合、取予结合”的工作方法,通过资产化管理使海岸带资源开发利用实现“变资源浪费型为节约型、变资源无价为有价、变开发无序为有序、变资源无偿为有偿”这四个转变,以达到资源优化配置、永续利用、保值增值、增加财政收入、扩大社会积累、促进社会生产之目的。
The authors in this paper propose a preliminary viem about the management of resources assets in coastal zone. Adopting these principles and ways in this paper, the assets management is to realize the four changes in exploiting resources in coastal zone. The purpose of this work is to make rational use of resources, bring about advance in economy and society, etc.
