摘要
我国石油工业体制改革所面临的任务是按照市场机制的要求改造传统的计划经济体制。应当从观念上破除“石油行业特殊论”的束缚,不是仅仅依靠国家的优惠政策获得“活力”,而是要建立符合市场经济要求的新体制。针对我国石油工业现状,有必要组建新的“国家石油公司”。它应当是石油行业国有资产的经营组织,是政企分开的独立经济实体,并能代表国家行使石油资源的管理权。石油企业则应转变运行机制,建立现代石油企业制度,在有效地实现两权分离的基础上,逐步组建起若干个上下游一体化的企业集团,直到上下游平衡协调发展,取得大规模效益。同时,要通过培育和完善市场体系,尤其是要素市场,为石油企业进入市场创造较好的外部环境。建立社会化服务体系,使石油企业摆脱沉重的社会负担。
Reforming the traditional planned economic system represents a new challenge for China's petroleum industry. The concept that the petroleum industry requires special treatment should be abandoned. The viability of petroleum enterprises should not depend on the state's preferential treatment. but rather on new operating mechanisms in line with the demands of a market economy. It is suggested that the current state of China's petroleum industry makes it necessary to establish a new type of ' National Oil Company' to handle the state's assets in the petroleum industry. This company should be an independent economic entity free from government involvement empowered to manage petroleum resources on behalf of the government. Oil enterprise groups should be resturctured into several groups engaging in both upstream and downstream activities. Meanwhile, it is urgent to develop the market, especially factor markets, for petroleum enterprises. Moreover, the tremendous social responsibilities assumed by petroleum enterprises should be lessened.
