摘要
高校学报是高层次的学术刊物，理当在我国的新时期发挥更大的作用。目前它面临的困境，除了客观因素外，还在于自身一直沿袭的体制。学科的发展形势和读者的需求现实，迫使它不得不在管理运作方面作出具有拓荒性的努力：以开放性取代原有的内向性，发挥本校学科优势以服务全国。学术刊物建立自己生存支点的主要关键，要看它是否能提升学术水平以走在学科研究的前沿，而其突破点就在于该刊是否敢于把学术研究作为该刊的主任务去启动编辑人员自身的潜力。
A journal published by institutions of higher learning is a high-level academic pub-lication and should play greater role in our country.The predicament that it is now con-fronting,apart from objective factors,lies in the old system we have been pursuing.Thedevelopment of science and the urgent need of the readers have resulted in some pioneering ef-forts made regarding its managerial operations,that is,to face the whole country instead offacing our institute only,to serve the whole country instead of serving our institute only. Whether an academic publication can survive or not depends on its academic level.And one ofthe most essential tasks is to carry on academic research. [
