摘要
三峡工程的兴建对库区的水土保持工作带来不可多得的机遇,同时也面临因淹没而进行浩大的拆迁重建工程所带来的新的水土流失加剧,迁建期人、财、物力主要投到重建和恢复生产中而使治理水土流失工作出现低谷等问题。当前应采取如下措施:加强宣传,正确引导,树立信心,迎接挑战;调整布局,合理规划,提前投入,超前治理;制定优惠政策,调动治理开发的积极性,加强水保队伍建设,健全执法体系,防止新的水土流失。
The construction of the Three-gorge Project will bring about favourable Circumstances to the soil and water conservation work in the reservoir area, and also bring about some problems such as the aggravation of soil loss during the evacuation and reconstruction of various building which will be inundated, and also ignorance of soil loss control because the labour, capital, material will be used in the reconstruction and the recovery of production. At present, measures should be taken as follows: strengthening the propaganda, and guiding the people properly to set up confidence and accept the challenge; adjusting the general layout of present work according to the rational planning and controlling the soil loss in advance; laying out preferential policies to bring into play the initiative of the masses to control soil loss; strengthening the building of soil conservation contingent and setting up a system of enforcing the law to prevent new soil loss.
