摘要
著名科学家周培源教授为拙著《秋实集》所写序言中表扬了我对三峡工程论证中作出的贡献,并且说:“几年来,围绕三峡工程上马时机问题,国家广泛征求各界意见。对这样关系到国计民生、子孙后代的特大工程,能够科学化、民主化决策,真是国家之大幸,人民之大幸”。的确,象这样一个举世嘱目的特大型重点工程,它涉及国家的经济、科技、社会。
Since retirement in 1983, cooperating with Lin Fatang and others, the author hascompiled hooks 'On the Macro Policy-Making on Three Gorges Dam Project' (I), (Ⅱ),(Ⅲ). The author argues that the project should be expounded and proved comprehensi-vely at three higher levels because it touches on the nation's economy, politics, society,science and technology, ecology and defence. Therefore, it is very complicated and fullof hazards, hearing far-reaching influence on national economy and people's livelihood.He stands for earnest implementation of democratic and scientific decision-making. Hisobjections to the theories that arguments should he restricted to the project only, that onlyarguments supporting construction of the project are allowed to have a say and that theearlier and faster the project starts the better, do not agree with leading officials incharge of studying and proving the project. He has therefore received repeated pesteringand mudslinging.
