摘要
本文通过实例介绍上海冶金技术开发研究中心以科技体制改革推动重大科研工作的开展,并取得了较好的经济和社会效益,作者认为必须对科研单位及科研方法从观念上加以更新,以顺利进行科技体制改革。
This paper presents a series of the facts of reforming the system of organization to promote the development of important scientific research, enhance the economic and social effieience. The author suggests that the concept of organization and method of research should be renewed to advance the reformation successfully.
