中国共产党对民主集中制的阐述经历了三个阶段。1945年党的七大提出,民主集中制是“在民主基础上的集中和在集中领导下的民主”;1982年党的十二大提出,要“在高度民主的基础上实行高度的集中”;1994年党的十四届四中全会提出,要实行“民主基础上的集中和集中指导下的民主相结合的制度”。
From 1945 to 1992, the CCP's explainations of the democratic centralism had gone through three phases. In 1945, the Seventh National Congress of the CCP advanced that the democratic centralism was ' centralized on the basis of democracy and democracy under centralized guidance' . In 1982, the Fourth Plenary Session of the Fourteenth Central Committee of the Party pointed out to 'practise a high degree of centralism on the basis of ample democracy . Till 1994, the Party's Fourteenth National Congress indicated that the democratic centralism was 'a system to combine centralism on the basis of democracy with democracy under the guidance of centralism .
