摘要
“法治”的内涵在与“人治”、与“法制”的差异中体现出来。“德治”并不是必然与“人治”相联系的概念。相反 ,“德治”作为相对独立的治国方略 ,对于建立“法治国”有着深刻的建设意义 ,是对“依法治国”方略的重要补充。德治既是法治产生的基础 ,又是法治实施的支撑。
The connotation of 'rule by law' is reflected in the difference between 'rule by men' and 'the law system'. 'Rule by morality' is not the very concept connected with 'rule by men', on the contrary, 'rule by morality',as a individual tactics, has not only a very important meaning but also a very important supplement to 'rule by law'. 'Rule by morality' is the basement as well as the supportment of 'rule by law'.
