摘要
通过对教育目的的两个维度———教育对象及教育对象的素质要求进行国内外的历史的考察分析 ,认为实施素质教育是历史发展的必然 ,我国推行素质教育的条件业已具备 ,应有步骤、分阶段。
After a historical observation and analysis, domestic and abroad, of the two dimensions of education - the education object and the education objects quality demands, we believe that quality education is necessary in educational development, and that China has the essential requirements to put quality education into practice. In doing so, we should take proper steps, work by stages and in the right order.
