1．区域技术创新能力框架。区域技术创新能力是指某一个地区运用区域内特有的资源以促进经济发展的能力。在市场经济条件下，技术创新能力主要体现为市场机会与技术机会的结合能力以及创新时机的形成能力。
In this thesis, an outline is proposed for analyzing and measuring the regional technological - innovation capability, through which, baaed on the data available, the regional capability is evaluated respectively.
