摘要
90年代以来，为了模仿世界上有高度竞争力的企业集聚区域，很多国家都把公共政策重点转向了地方集群(local clusters)战略，从而培育地方的企业集群，促使集群发展和升级。发达国家更是如此。在国际上，集群战略和政策得到了联合国工业发展组织(uMDO)、经济合作与发展组织(OECD)等机构的提倡和推广。集群战略是有助于提高国家竞争力的一种重要政策措施，值得我国中央以及省、市、区县，甚至乡镇各级政府的高度重视。
Based on the worldwide literature and the domestic survey, this paper analyses the public policy on local cluster and its significance for China. The paper is divided into five sections. Firstly, the paper defines the concept of a cluster. Secondly, the paper describes two cases of clusters. Thirdly, the agglomeration factors and the significance of clusters are explained. Fourthly, the paper introduces the cluster strategy as a public policy. Finally, in the context of China's development, the importance of cluster strategy is focused in the paper.
