电影因其广泛的社会影响力而倍受关注。随着电影放映市场的形成与上映片目的增多 ,民国电影检查制度滥觞于 2 0世纪 2 0年代初期。其形成背景为对于电影造成的负面社会效果之担心与对于美国影片中“辱华”描写之反感 ;其具体内容为强调电影的教育功能 ,关注影片的道德教化类情节 ;其实际运作特点以检查体制的多样化、地方化与检查标准的宽泛性、道德性为表现。民国电影检查制度在其初创期 ,即体现出其一以贯之的特点 ,即对道德教化的关注与民族主义情感 ,而教育界对于电影检查之宣传、支持和参与 。
Because of its wide social influence, film comes under especially heavy scrutiny. The Republic's film inspection system had its origins in the early 1920's, along with the formation of a market in film presentation and an increase in the number of movies shown. The background for its formation was a fear of the negative social impact of film, and disgust at depictions “humiliating to Chinese” in American films. The system emphasized film's educational role, and paid close attention to moral education in plot elements. In practical terms, the system was characterized by the variety and localization of its inspection structures, and the breadth and morality of its inspection standards. In the initial stages, the Republic's film inspection system embodied what were to be its consistent characteristics — nationalist sentiment and concern for moral education. That educational circles supported, advocated, and participated in the film inspection system reflects the system's marked nativist character.
