摘要
从某种意义上说,当前世界之格局仍未摆脱一种以实力为背景的国与国之间相互联系、相互影响、相互牵制乃至相互威摄的复杂循环圈。苏联和东欧集团的解体标志着以军事实力为主要威摄手段的国际对抗时代已经过去,然而经济实力和科技实力的影响和竞争将比以往任何时候都显得更为的突出和重要。
