摘要
在中国城市化进程中,为增加融资渠道,补充政府在公用事业上投资的不足,民营企业参与公用事业已是大势所趋。政府应加强在公用事业的市场准入、公共产品的价格形成、普遍服务与适度补偿等方面的研究,以提供公平竞争环境并协调公用事业产品提供中的商业性和社会性原则,从而构建适合公用事业民营化的行政规制体制。
In the process of Chinese globalization, civilian-run enterprises inevitably participate in public utilities to increase financial ways and make up shortage of government's investment in it.The government should strengthen the market entry of public utilities, formation of the price of public goods and study of common service and suitable compensation so as to provide a fair competitive environment and to coordinate business and social principles in the supply of public goods. Therefore, a suitable administrative system and regulations will be built in the process of making public utilities civilian-run.
