摘要
当前,我国高等学校办学正面临着严峻挑战和发展机遇。加快实施校内校、学院两级管理改革,着重推广和完善学院一级办学自主权是高等教育快速发展对高校内部管理提出的要求和必然趋势。借鉴国外大学和我国高校内部管理体制改革的历史经验,改革要遵循目标性原则、整体性原则、集权和分权结合的原则、职责权一致原则和有效性原则。本文最后例举高校人事管理职权分解的案例,为我国高校内部管理改革和教育行政部门制订政策提供参考。
Universities, in China, are now facing opportunities as well as challenges. It is the requirement and inevitable trend of institutional management to develop and college-oriented drive at running universities in the fast progress of higher education. With trials and errors, home and abroad, institutional management reform is supposed to stick to the principles of goal, integration, lineal and flat, trinity of position-responsibility-power, and effectiveness. The paper, through analyzing cases in redistributing management power at universities, offers some insights for reform in institutional interior management and policy-making of educational administration.
