摘要
改革开放以来,中国财政支出总体上呈现持续增长趋势,在中国政府逐步淡出积极财政政策的背景下,中国财政支出的未来走向受到了广泛关注。优化财政支出结构可以最大限度地发挥财政政策拉动经济增长的潜能。通过对1981～2002年中国财政支出的实证分析得出结论,政府应加大对农业、基础建设、教育科研以及社会保障等方面的财政投入,从而促进经济增长,并提出相应的对策建议,从而为优化我国财政支出结构提供决策数据,为财政资源的有效配置提供准确的信息。
Under the background of fact that Chinese Government fades out from positive financial policy progressively, the future of the Chinese expenditure has received the extensive concern. Optimizes the structure of expenditure can give latent energy to the financial policy to spur economic growth to the maximum extent. In order to investigate the impact expenditures and degree on all kinds of economic growth,using the data of public expenditure from 1981 to 2002, we have the conclusion that the government should increase the financial input in the agriculture, basic construction, education, scientific research and social security, etc. At the same time,by given corresponding antidote and suggestion, the article also offer the decision data for our government to optimize the structure of expenditure and accurate information for effective disposition of financial resources .
