摘要
地方公债属于政府债务的范畴,它在发达的市场经济国家得到了广泛的应用并收到了很好的效果。由于我国历史和国情的原因,至今没有允许地方政府独立发行公债,随着社会主义市场经济体制的完善和公共财政理论的深入发展,这一问题日益引起人们的关注。本文试图从新制度经济学的视角来分析我国地方公债发行的问题。
The bonds of local governments belong to the category of governments' bonds. In advanced economic countries, the bonds of local governments have been applied extensively. Because of the historic and national circumstances, our country doesn't have the bonds of local governments up to now. With the development of socialist market economics and the theory of public finance, people pay close attention to bond-raising by local governments. The article tries to analyze this problem from the visual angle of the new institutional economics.
