摘要
电力行业是社会公用事业的重要组成部分 ,对促进社会经济的发展具有重要意义。我国新一轮电力体制改革正在进行并取得初步成果。对中国电力行业管制方式改革现状及其成效进行分析 ,有助于确立科学的改革思路 :突破政府管制的传统 ,借鉴国外成功的立法例 ,同时结合我国实际情况 ,坚持扩大竞争的政府管制取向 ,寻求放松管制和强化监管的发展走向。
Electric power industry, a fundamental part of the social public utilities, is beneficial to the social economic development. The new systematic reform of the industry is under way and has achieved initial success. Considering the governmental control of the industry, the paper suggests that breakthroughs be made in the traditional controlling ways, and that foreign experience be followed in law-making. In order to encourage competition, there should be less control over it from the government, which should function as a supervisor and regulator instead.
