摘要
为给贵阳市循环经济建设规划编制奠定基础,采用物质流分析工具,对贵阳市的经济增长方式进行初步分析。分析以"欧盟导则"确立的框架为基础,并根据区域物质流分析特点及贵阳市实际作了必要的修正。给出了贵阳市2000年物质流全景,及1978—2002年资源投入、1996—2002年污染排放的总量、结构、强度与人均规模的变化。结果表明,贵阳市现有的经济发展表现出强烈的"高资源投入,高污染排放"的线性经济特征。转变传统增长方式,积极推动循环经济是实现贵阳市可持续发展的根本途径。
Guiyang, in Guizhou Province, is a pilot city demonstrating circular economic development in China. A foundation for planning the circular economic development in Guiyang was developed using material flow analysis (MFA) to analyze the economic growth in Guiyang. The method is based on the Eurostat guidelines, with some changes based on the characteristics of the regional material flow accounting and data collection in Guiyang. The data includes the various material flows in Guiyang in 2000, the amount and structure of direct material input from 1978 to 2002 and the pollution output from 1996 to 2002. The results show that the current economic growth in Guiyang shows linear economic growth with high resource input and high pollution discharge. This traditional economic growth style must be abandoned with circular economic development as the best choice for sustainable development in Guiyang.
