摘要
教育经费投入严重不足,教师队伍总体学历程度偏低、文化素质不高,教师教育改革落后于基础教育改革,成为安徽基础教育发展的瓶颈,严重影响和制约了安徽基础教育的发展。政府增大对基础教育特别是农村义务教育的投入是基础教育发展的保障;教师队伍学历水平、素质的提高,调整师资培训结构,把学历补偿教育与继续教育协调起来加以统筹规划,提高教师专业化水平,是基础教育发展的关键;推进教师教育改革是从源头上提高教师素质的保证。
The shortage of the education funds, the lower level of unqualified teaching staff, and the lag of the faculty reform are formed into a bottleneck, which has been blocking the development of elementary education industry in Anhui province.To enlarge investment from both the State and local governments into elementary education, especially into the rural mandatory education is essential factor for keeping the education growth in Anhui. To combine with upgrading teachers' teaching skills and knowledge, adjusting staff training systems, enforcing their continue education is a key for the elementary education development in Anhui.To reform policies and systems of both teachers training and their professional development, however, is a vital measure for getting qualified teaching staff in the Province.
