摘要
专利技术商品是一种特殊的商品,它既不同于实物商品,又不同于一般的技术商品,这就决定了专利技术商品交易具有一定的复杂性。为适应我国蓬劲发展的专利技术市场的需要,笔者提出了应大力开展专利情报工作,使其朝着多功能,多层次发展,一方面要积极开展专利情报咨询服务,为科研活动,专利申请、专利技术开发,特别是专利许可证贸易提供技术法律上的咨询意见、论证并参与开发专利技术;另一方面则要强化专利情报系统建设,包括系统的组织建设、文献资源建设及人员建设。
The patent technology comodity is a special comodity,its market has certaincomplexity.The author suggests the patent information work should be encouraged,and Iets it developing toward multifunction and multi-layer.The patent informa-tion consultation service must be developed actively in one aspect,and theestablishment of patent information system must be emphasized in other aspect,it includes the establishment of the organisation,document resource,and stuffsof the system.
