摘要
发展小城镇是实现农村城镇化的支撑点,小城镇的发展促进了城乡生产要素的合理流动和组合优化,是统筹城乡经济社会发展的一个重要途径。本文通过对近20年来新疆小城镇发展分析,提出新疆小城镇数量及其人口发展趋势。分析小城镇在新疆农村城镇化中的不足,提出相应的对策,为全面推进农村城镇化发展提供一定参考。
To realize rural urbanization, one of the keys is to develop and construct small towns. On the basis of the study on the present devel opment tendency of small towns' population and scale in Xinjiang from 1985, this article analyses the following problems of small towns in the process of rural urbanization of Xinjiang:①The number of small town holding the rural surplus labor is less than that of in other scales.② The rural urban development didn't have the networking system. ③The development of small towns and rural urbanization are unbalanced in Xinjiang. Then the articles puts forward the ways to realize the urbanization of the rural areas in Xinjing,adopts the unbalanced development mode so as to develop the rural urbanization growth pole to the rural urban networking development.The surplus labor should be really transferred from rural areas to small towns and the population should be concentrated in town districts.Rational and rapid administrative division adjustment and scientific and rational small town planning and allocation should bemade.
