标底在工程项目招标中对业主测算工程投资、选择合适的承包商具有重要作用。水电工程项目因其特殊性,在招标过程中标底的编制、确定、应用有其自身的特点:水电项目实行以最低价中标为基础的无标底招标并不可行;项目独特的自然属性,技术、设备的专业性及多个项目招标间的关联性,使其价值确定更为困难;招标项目预算在考虑综合因素后才形成招标项目的标底。实际招标中,要根据具体情况,以标底或复合标底作为评价报价的依据。
The bid price base line plays an important role for the Owner in estimating the project investment and selecting proper Contractor. There are some particularities in the bidding of hydropower project, and correspondingly some characteristics are worth studying when compiling, determining and applying the bid price base line. It's not feasible to select the Contractor based on the least tendering price principle without bid price base line. The nature characteristics, specialty of technology and equipment, together with the correlation of many tendering projects make it more difficult to ascertain the value of the project. Only after many elements generally considered, dose the estimation of the tendering project come into being the bid price base line. It's the bid price base line or complex-bid price base line should be used as the criterion to evaluate the bidding price according to specific project in practice.
