摘要
发展党内民主是坚持党的民主集中制原则的重要内容 ,而加强党内民主制度建设是发展党内民主的制度保障。加强党内民主制度建设 ,必须认真实行广泛的定期的党内选举制 ,坚持党的代表大会年会制 ,坚持党的集体领导 ,实行党的报告制和党内民主讨论制 ,建立与完善党内监督制 ,这是列宁在十月革命胜利后对执政党党内民主制度建设的最初探索。
The development of democracy within the Party is an important part in the adherence to the principles of democratic centralism while the strengthening of the inner-Party democratic system construction safeguards its development. To strengthen democratic system construction within the Party requires a careful implementation of regular wide inner-Party voting system, adherence to the annual conference system of the National Congress of the Party, adherence to the collective leadership of the Party, implementation of Party report system and inner-Party democratic discussion system, and establishment and improvement of inner-Party supervision system. All the above are Lenin's initial research into the construction of democratic system within the Party after the success of 'Revolution in October'.
