摘要
基础教育在整个教育体制中的战略地位体现在:它在个体全面发展中具有重要作用;它在整个教育体制中具有基础地位。基础教育与高等教育和职业教育的关系在于基础教育具有全民性、全局性和义务性特点,高等教育是测定一个国家文化教育水平的重要标志;基础教育与职业教育应有合理发展比例,达到协调平衡发展。办好基础教育需抓好素质教育,解决片面追求升学率问题。
Fundamental education, essential to the whole education system, is of strategic significance. It plays an important role in the full development of any individual. Its relationship with higher education and vocation education is that it is compulsory involving the whole nation, that higher education marks the educational level of a country and that fundamental education and vocational education should be rationally proportional and develop in balance. Good fundamental education involves efforts to promote quality education and to avoid overemphasis on the rate of students'admission to a higher school.
