摘要
根据职能部门的设立原则和部门职能的履行原则,分析了应急机制及应急机构的设立两者之间的相互关系,给出了应急机制运行的要点。
According to the principle of the establishment of the functional departments and the principle of the implement of the departments' functions, this paper analyzes on the mutual relation between the establishment of the emergency mechanism and the establishment of the emergency department, and puts forward the key points of the operation of the emergency mechanism.
