文件公开制度是一种最能体现民主精神、实现公民知情权的制度,也是各国制度建设中遇到障碍最大的一种制度。介绍这种制度的建立及内容、分析其共同特征,对促进文件公开制度的建设具有重要意义。
The Document disclosure system is a kind of system which can highly embody the spirit of democracy and can realize people's right of knowing; is a kind of system which meet with the biggest obstacle in the process of making regulations in all countries. It has great meaning for improving this system's construction by introducing the building, content and analysis the common features of this system.
