摘要
公共危机是多种变数交互作用综合影响的结果,公共危机管理是一项极为复杂的系统工程。而供应链管理具有从全局的角度集成、管理和协调各节点的功能,将其思想、理论和方法应用到公共危机管理,通过构建具有快速反应能力的政府应急供应链来提升政府管理公共危机的能力是可行的。可以综合应用供应链的集成思想、运筹学的网络分析方法以及具有模糊色的Petri网建模技术和供应链管理的成熟度模型,研究政府应急供应链的模型、组织结构、工作流程、管理以及绩效评价。
<Abstrcat>Public crisis is a result composed of various mutually-influenced factors, which decides its management remains a complex system. While it is available to improve government's management ability against public crisis by means of building a quick-reaction government emergence chain——the idea origins from adopting the basic theories and methods of supply chain into public crisis management so as to give full play the advantages of chain management in integrating, managing and cooperating each nodal points. And also the paper suggests we can study the model, organization structure, working process, management performance through the comprehensive utilization of supply-chain integrated thoughts, net-analyses methods of operations research, Petri modeling techniques and maturity model of chain management.
