摘要
港口建设需要以港口发展战略为指导,而港口发展战略是有层次的。港口发展战略的第一层次是研究全国港口发展战略,并把它分解到各个港口群体;第二层次是把港口群体发展的战略目标分解到各港;第三层次则是研究具体港口的发展目标问题。本文最后还提出了不同层次发展战略的研究者和发展战略与宏观调控的关系。
Developing strategies are highly required in port development. They can be divided into three hierarehies. First, national port developing strategies should be studied so as to obtain the objectives of each pOrt group; secondly, the objectives of a group should be distributed to each port within the group; thirdly, the specific objectives of a port should also be studied. On the basis of the above, the paper explains the relationship between macro-control and hierarchical strategies.
