摘要
文章基于改进后的沟通定量评价方法，设计出调查问卷和访谈提纲，对中央政府机关管理中的沟通问题进行了全面、客观的调查。系统地反映出中央政府机关的沟通现状和问题，并从理论和实践结合的角度。提出了改善沟通状况的制度设计及相关建议。
Through questionnaire and interview designed on the basis of improved communication quantitative e-valuation method, the authors made a comprehensive and objective survey concerning communication issues in the central government. This paper systematically reflects the actuality and existing problems and puts forward ideas and relevant suggestions on ameliorating communication status from the angle of integrating theory with practice.
