摘要
通过对林业生产经营及其经济运行的特点分析，提出政府应建立多元化投资主体的体制，政府是“生态型”林业投资主体，市场是“产业型”林业投资主体，政府投资对市场投资要进行引导。政府的林业投资策略应关注：改善投资环境；建立对公益林建设直接投资的制度建设；建立“引导型”的林业投资机制。
By analyzing features of forestry production and operation, the author sets forth a framework of forestry investment policy based on ecologic construction. In detail, the government shall establish multiple investing systems and act as a main investment body of 'Ecologic' forestry while the market as the 'Industrial' one instructed by the government. Government's forestry investment strategy shall focus on: improving investment environment, setting up direct investment system to public forests and founding 'introductory' forestry investment system.
