摘要
公共政策是全体人民必须贯彻执行的规范规章,同时,也惠及绝大多数人。本文就以科学发展观指导政策的制定要做到法规化、法制化进行了探讨。
Public policy is the rules and regulations observed by all,it also benefits the majorities. This paper states that the formulation of public policy must be regulated amd legalized with the guidelines of scientific development view.
