摘要
社会全面可持续发展是一个以人的全面而自由发展为核心目标的"自然-经济-社会"复合系统的全面可持续发展。社会全面可持续发展过程中资源整合和秩序重建问题、资源代际储存问题的解决,以及发展目标的动态实现,都需要加强制度文明建设,为其提供制度支撑和保障。为此,必须创建合理开发利用自然资源、保护生态环境的制度和机制,完整配套的市场运作、监管以及宏观调控的制度和机制,公正合理的国民财富分配制度和真正充分体现人民当家作主的民主政治体制和法治机制。
Social comprehensive sustainable development is a comprehensive sustainable development of 'Nature—Economy—Society' multiplex system and the core target of the development is comprehensive and free development of human being. To solve the questions of resources conformity and order of resources generational store and to dynamically realize development object, we need strengthen system civilization construction so that it support and indemnification. Therefore, the system and mechanism of reasonably exploiting natural resources, protecting ecological environment, complete for market operation、supervision and macro, fair reasonable citizen wealth distribution and democracy political system and constitutional mechanism that indeed embody people are the host of the country.
