摘要
本文主要阐述民营化的概念、民营化的原因、以及民营化的发展过程。同时,也阐述了基础设施 民营化的必要性,和基础设施民营化的基本形式。本文提出基础设施民营化过程中,公共部门与民营机构之 间应构造制约性合作关系,也指出了人们对基础设施民营化的一些错误认识。
This paper mainly expatiates on the concept of privatization, the reason of privatization and the seedtime of privatization. This paper also considers the necessity of infrastructure privatization and the basic form of infrastructure privatization, indicates that on the privatization course of infrastructure, public sector and privately-owned institution should establish a restricted symbiosis. It also indicates some misapprehen-sions to privatization in conclusion.
