摘要
执政与参政具有共同的政治基础、共同的利益目标、政治操作上的清廉性,因而具有一致性。执政与参政在地位、条件、性质等方面,又有原则差别。二者统一于安邦兴国、建设社会主义政治文明的伟大事业中。
Because being in power and participating in government and political affairs have the mutual political basis and common interest goal, and they all can be operated in an incorruptible way, so they are identical in these aspects. But they are different virtually in the position, conditions and nature. The two can be united in the great course of bringing peace and stability to the country and the construction of the socialist political civilization.
