摘要
80年代以来 ,我国共派出国留学人员 2 7万余人 ,但学成回国者仅 33% ,本文分析了留学人员滞外不归的原因 ,提出了吸引其回国的对策。
Since 1980, about 270 000 intellectuals have been sent abroad by the government. The percentage of the people who completed study have returned to the motherland after completing their study is only 33%. The article gives the reasons for their behavior and proposes some policies to attract them to come back.
