Since the'Ninth Five-year Plan',the construction and the way of open running school of TV universities have gained break-through development Educational perception has evolved an evident change 'Expanding the openness,extending to lower-level,making rigid rules,and assuring the quality'makes an explicit requirement and sets up a clear direction for further developing oper-education trial unit,which has lain down a solid foundation for the continuous moving of open distance education of TVUs
